No, God needs people to overcome their evil by choice and to purify themselves before going to live in the heaven their eternal life and that's impossible unless one goes through suffering in this world. We're here in our final phase of creation which is the purification of our souls. Yes, God could create us perfect doing only good but that would mean, we're programmed and there is no any creativity or meaning of our life. Just like the angels, they've no freewill and they do exactly what God commands them to do, therefore, God had given humans a chance to be better than the angels if we obeyed Him and followed His instructions by our free choice.
